Region 15 Receives State Approval for Space Waiver Supporting Elementary School Project

The Connecticut General Assembly has passed legislation which includes a space waiver for Region 15’s proposed Gainfield Elementary School (GES) and Pomperaug Elementary School (PES) building project. The measure was approved by both the House and Senate on May 2 as part of a budget adjustment bill. Governor Ned Lamont is expected to sign the bill.
The approved space waiver confirms Region 15 will be able to construct two new elementary schools based on the size of the current buildings while remaining eligible for the full state reimbursement rate of approximately 64% on eligible costs. This provision helps preserve the scope of the proposed project while maximizing available state funding, reducing the local financial impact for taxpayers.
The proposed project maintains the overall scale of the existing schools, while including the flexibility to build larger gymnasiums and cafeterias. These spaces can be designed to support student needs during the school day and accommodate recreational activities, meetings, and gatherings beyond school hours, expanding access to the broader community.
Superintendent Joshua Smith noted that the waiver supports both educational and community goals. “This legislation allows us to thoughtfully plan school spaces that meet student needs while also providing areas that can serve the wider community. It ensures that we are able to maximize state support while maintaining flexibility in how these buildings function for years to come.”
Board of Education Chair Marion Manzo added, “We greatly appreciate the advocacy that made this possible. The space waiver helps the district preserve key elements of the proposed project while supporting long-term value for the community.”
The Region will likely be eligible for additional reimbursement above the 64% later in the project once space designated for special education programs is more clearly defined.
With legislative approval confirmed, voters in Southbury and Middlebury will now decide if the project moves forward. The proposed GES/PES project, along with the 2026–2027 Board of Education budget, will be considered by voters at referendum on Wednesday, May 6, 2026.
