Project Scope
Addressing Aging Infrastructure
The original sections of Gainfield Elementary School were built in 1941, and Pomperaug Elementary School opened in 1967. While routine maintenance and smaller updates have been completed over the years, the buildings have not undergone comprehensive modernization. As two of the oldest elementary schools in Region 15, both facilities now face aging infrastructure and systems that are reaching the end of their useful life.




Modernize Building Systems
Facility assessments completed by the state and evaluations by architects, engineers, and contractors have all concluded that many of our systems and spaces are significantly aged, flawed, functioning unreliably, or become obsolete.








Upgraded Mechanical and Electrical Systems
Both schools have outdated mechanical and electrical systems that date back to their original construction. Assessments have verified they are at the end of useful life. The renovation will include replacements with modern, efficient systems.




Compliance with Current Codes
There are many building codes that our schools are exempt from because of their age, including energy, safety, and fire standards.
Improve Site Circulation & Traffic Patterns
Construction plans will produce improved traffic circulation at PES and GES, including altered traffic patterns and a new access road to reduce congestion on Main Street and Poverty Road in Southbury.




Energy-Efficient Design
Proposed replacement of Pomperaug and Gainfield would deliver modern, energy‑efficient schools with high‑performance windows, upgraded insulation, and durable roofing to improve comfort and cut maintenance. Instead of ongoing repairs, Region 15 would gain safe, reliable, sustainable learning environments built to serve the community for 50+ years.








Thoroughly Studied & Community-Informed Plan
This bond proposal reflects years of careful study and planning, including engagement with community members, review of state facility reports, and collaboration with architects, engineers, and state representatives. The result is a thoughtful, well-informed solution designed to address the growing challenges of our aging school facilities in a responsible and effective way.



Maintain Continuous School Operations
The proposed project allows the district to occupy 100% of the existing schools until the new buildings are complete and ready for occupancy, ensuring uninterrupted operation during renovations and demolitions.
