The Space Waiver Legislation allows Region 15 to design new Pomperaug and Gainfield Elementary Schools based on educational needs rather than rigid state space formulas.
This exemption ensures the district remains fully eligible for state construction funding while creating modern, flexible learning environments that support today’s students and future programming.
The waiver:
Protects state reimbursement while allowing more efficient school design
Avoids unnecessary costs tied to outdated space requirements
Supports long-term fiscal responsibility by aligning building size with actual educational needs
Delivers better value by investing in schools built to serve students for decades, not just meet minimum standards
The state is expected to reimburse 64.2% of the cost.
The combined total project cost is $224 million. After state reimbursement (approximately 64.2%), the estimated local share is about $78 million:
New GES: ~$40 million local cost
New PES: ~$38 million local cost
Final tax impact will depend on bonding structure, interest rates, and debt scheduling, but a significant portion of the cost will be offset by state funding and existing debt capacity.
Based on financial projections presented at recent Board of Education meetings, current median house values and mill rates, the estimated impact to taxpayers is approximately $7-$14 per month (based on a 30 year bond)*.
Based on financial projections presented at recent Board of Education meetings, current median Heritage Village condo values and mill rates, the estimated impact to taxpayers is approximately $2-4 per month (based on a 30 year bond)*.
*Estimated tax impact based on Region 15 Debt Analysis and Legal Authorization presented by Phoenix Advisors at the Region 15 Board of Education meeting on March 9, 2026.
Not significantly. Temporary facilities and many renovation-related costs are not reimbursable. Current reimbursement incentives, particularly for Pre-K space, favor new construction. Updated comparisons will be shared publicly, but early indications suggest the financial gap does not shift meaningfully toward renovation.
